Lifting of Iran sanctions offers Cyprus opportunities, requires caution

The decision by world powers to lift sanctions against Iran after the isolated South Asian country complied with the terms of a July nuclear deal, offers Cyprus important opportunities which the island has to cautiously exploit.

The shipping sector, also affected by the sanctions as the prevented companies from selling naval equipment and other related services, may benefit from the lifting of the embargo, while Cyprus's banking sector may take advantage of new opportunities by capitalising on its flexibility, the former chairman of the Cyprus Shipping Council Eugen Henning Adami said.

CASCADe Press Release

The three-year, EU-funded project CASCADe has been completed in December 2015. Its main focus was to improve communication and cooperation within a ship bridge team by optimising the bridge design and by developing new ways in which information is shared and displayed. The project involved seven partners from five European countries.

Drawing directly from the experience of sea farers, CASCADe has developed a new adaptive bridge design methodology that treats both human actors and electronic equipment as parts of a cooperative system. This allows for an optimisation of the way information is shared.

In addition, CASCADe has developed a set of adaptive bridge displays. A touch screen ‘Shared Display’ is intended to aid communication and co-operation on the bridge. This tool is fully customisable and allows one screen to show multiple sources of information in whatever configuration is best for a particular situation. The Shared Display provides functionality to graphically annotate maps, leave notes for other crew members or electronically fill in checklists.

Moreover, the CASCADe console was integrated with tools used by pilots in their Portable Pilot Units (PPUs). Firstly, CASCADe developed a protocol to share pilotage routes between the PPU and the ship’s electronic charts. Secondly, a link was established between the PPU and the bridge screens to allow mirroring of information from the PPU screen and thus allow crew members to see extra information normally only available to the pilot.

All of these CASCADe tools were tested on both a physical simulator (a ship simulator used for training) and a virtual simulator (a software-based simulation of a ship bridge). The virtual simulation platform makes it possible to test new bridge designs at the very earliest stages of development, based purely on computational models. By simulating human-machine interaction, it is possible to analyse information flow and optimise the information exchange between seafarers and bridge equipment.

Through innovative research techniques such as modelling and simulation, listening to the experience of seafarers, cross-discipline collaboration and forward thinking ideas, CASCADe has produced new concepts in bridge console design. By improving communication and co-operation and providing adaptive features on the bridge, CASCADe has contributed towards the prevention of accidents and the improvement of efficiency on board – impacts that will be felt by both individual seafarers and the maritime world as a whole.

Fitch Affirms Cyprus' Positive Economic Outlook

Following recent developments in the island's implementation of its economic adjustment programme, international credit rating agency Fitch has affirmed that Cyprus is no longer assumed to require its entire €10 billion bail-out international aid.

The comments came in the context of the agency's latest affirmation of Cyprus' long-term foreign and local currency Issuer Default Ratings (IDRs) at 'B-' with a positive outlook. The issue ratings on Cyprus's senior unsecured foreign and local currency bonds were also affirmed at 'B-'.

The Country Ceiling, meanwhile, was raised to 'BB-' from 'B' and the short-term foreign currency IDR was been affirmed at 'B'.

"The general government debt to GDP ratio is expected to peak at just over 110% in 2015 and 2016 and will ease to around 90.7% by 2022," Fitch explained in its report. The strong budget performance, it continued, implies the buffers in the programme have grown close to EUR3bn (17% of GDP). The underlying trend for public finances, meanwhile, has been positive.

The fiscal deficit in 2014 was 0.2% of GDP (8.8% of GDP including the one-off capital injections to the co-operative sector) compared with Fitch's forecast of 3.3% in October. "The over-performance reflects a combination of higher tax revenues and lower than expected expenditure across most items," the report noted, adding that Fitch expects the fiscal deficits to average 0.8% from 2015 to 2018".

Despite these positive developments, the agency cautioned that risks to EU-IMF programme implementation remain elevated, stressing that there is a significant risk that privatization plans required under the programme will not be fully implemented, leading to further delays to programme reviews.

Fitch also noted that non-performing loans (NPLs) in the banking sector reached an "exceptionally high" 50%.

The removal of the remaining capital controls in April has led to the Country Ceiling being raised by three notches to 'BB-'.

Fitch said Cyprus is among the most vulnerable eurozone sovereign to a disorderly Greek exit, as a country still in the midst of a post-crisis adjustment. Direct linkages between the two economies have been reduced in recent years and are not large, however, the impact on depositor and investor confidence is harder to gauge, it said.

It added that economic conditions in Cyprus remain challenging and the output is projected to decline by 0.8% in 2015, the fourth consecutive year of contraction.

"The passing of the insolvency law through parliament on 18 April should trigger the activation of the foreclosure law and pave the way for further official funding. The law should strengthen the foreclosure framework and address the high banking NPL problem," Fitch expressed.

Finally, Fitch assumed that there will be no material escalation in developments between Russia and Ukraine that would lead to a significant external shock to the Cypriot economy, noting that tourism from Russia has been rising and Russians account for a sizeable share of foreign deposits in banks.

MSM Welcome UK Pandi Club

We here at Mastermind Shipmanagement are pleased to welcome one of the oldest P&I Club's in the world to the family, namely UK Pandi Club.

We here at Mastermind Shipmanagement are pleased to welcome one of the oldest P&I Club's in the world to the family, namely UK Pandi Club. When interviewed for MSM's Newsletter (issue 14), Mr Nick Milner, Deputy Syndicate Manager at Thomas Miller (Hellas) Ltd., said:

"We see it as a primary function of the Club’s work to raise awareness through Loss Prevention initiatives, such as:

  • Loss Prevention Materials
  • Website resources
  • Ship Inspection
  • Benchmarking
  • Risk Profiling
  • Threat and Consequence analysis
  • PEME Scheme
  • Signum (the UK Club’s unique investigative service)
  • The Self-Assessment Scheme

The last one is worth mentioning since it enables Members to use the Club’s historical claims data and expertise to review their own practical efforts to keep their ships safe.

Focusing on cargo, pollution, personal injury, collision and third party property claims, a simple and logical system is provided to participating Members to assess the Controls that are in place on board their ships and to mitigate the various Threats that may be encountered. It is a process which encourages individuals to appreciate consequences and in which ship and management play equally important  roles. We look forward to developing a long and mutually-beneficial working relationship with Mastermind’s fleet.  Marking the start of that relationship, 2015 is most definitely going to be a special year."

MSM can only agree.
